Abstract

Closely Guarded is written by a man who was privy to some of the most closely guarded state secrets in Canada. From 1942 to 1973, John Starnes was engaged in such areas as communications intelligence and, during his tenure as the first civilian director-general of the RCMP Security Service, in counter-espionage and counter-subversion. His recollection of these confidential activities and the part he played in them is supported by a wealth of formerly classified official documentation recently released under the Access to Information Act.This is a highly personal narrative, brought vividly to life with excerpts from the letters that Starnes wrote home from London during the Second World War, when he moved in intelligence circles and met many prominent diplomats and policy-makers. His story recalls several of the key political moments of this century, including the creation of the United Nations, the glory days of External Affairs, the Six Day War between Israel and Egypt, and the October Crisis in 1970.Starnes's memoir offers a fascinating look at Canada's security and intelligence work from the point of view of an official deeply involved in many covert government activities. Abstract

In 1946, with its own minister for the first time, the Department of External Affairs embarked on a period of impressive growth and assumed responsibility for a broader range of foreign policy issues than ever before. Under the expert guidance of Lester Pearson, for a decade the department enjoyed popular and parliamentary consensus about international interests. The election of the Diefenbaker government in 1957 deprived the department of Pearson's experienced ministerial direction and exposed it to new priorities and new ways of doing things. At this time foreign policy consensus began to erode. As well, there was pressure to respond to the administrative revolution inaugurated by the Royal Commission on Government Organization (the Glassco Commission) appointed in 1960. After Pearson returned to office as prime minister in 1963, questioning by the public, and also by the governing party and the cabinet, became more fervent. Coming of Age concludes in 1968 as indications of a challenge to the principles underlying Canadian foreign policy emerged from a new generation of ministers, a challenge that would produce major changes after Pierre Trudeau became prime minister.

Abstract

Volume three of the official history of Canada's Department of External Affairs offers readers an unparalleled look at the evolving structures underpinning Canadian foreign policy from 1968 to 1984. Using untapped archival sources and extensive interviews with top-level officials and ministers, the volume presents a frank "insider's view" of work in the Department, its key personalities, and its role in making Canada's foreign policy. Abstract

Le premier volume de l'histoire officielle du ministere des Affaires exterieures porte sur la croissance administrative du ministere à partir de sa creation en 1909; il fait etat entre autres des changements majeurs amenes par la Deuxieme Guerre mondiale. Apres un chapitre d'introduction traitant de la conduite des relations exterieures avant 1909, l'ouvrage expose le developpement du ministere en trois phases distinctes. Ses debuts furent modestes sous la direction du premier sous-secretaire, sir Joseph Pope (1909 - 1925), mais celui qui prit la releve, O.D. Skelton, considera le ministere comme un instrument important dans l'affirmation de l'autonomie canadienne. Skelton mis sur pied les premieres missions diplomatiques canadiennes à l'etranger et crea le Service exterieur pour les doter en personnel. À la declaration de la guerre en 1939, les responsabilites et la taille du ministere prirent de l'ampleur. Comme resultat, l'administration centrale subit une reorganisation substantielle sous la direction de Norman Robertson, successeur de Skelton en 1941. Les criteres de recrutement etablis par Skelton et la reorganisation qui eut lieu sous Robertson donnerent au ministere les caracteristiques qui en firent une division distinctive du gouvernement canadien. Le developpement ulterieur du ministere sera examine dans le second volume, qui englobe les annees 1946 à 1968.

Le ministere entretint des relations particulierement etroites avec les dirigeants politiques sous la direction de Lester Pearson qui, apres avoir ete sous-secretaire d'État pendant deux ans devint ministre des Affaires exterieures en 1948. À la fin des annees 1950, le consensus en matiere de politique etrangere fut entame à plusieurs reprises. L'election du gouvernement Diefenbaker en 1957 confronta le ministre à de nouvelles priorites et façons d'agir. Malgre le retour de Pearson comme premier ministre en 1964, la contestation s'intensifia, dans le public comme au sein du parti au pouvoir et dans le Cabinet. On demandait au ministere de proceder à la revolution administrative enclenchee par la Commission royale d'enquête sur l'organisation du gouvernement (Commission Glassco) instituee en 1960. La remise en question des principes regissant la politique etrangere canadienne se fit de plus en plus sentir, alors que les attentes du public evoluaient plus rapidement que jamais et qu'une nouvelle generation de politiciens se voyait remettre les cles du pouvoir avec l'election de Pierre Trudeau en 1968.
